Visio 2007 Published to SharePoint as HTML

I have a co-worker who has created a "menu bar" in Visio 2007 and published it to SharePoint as an HTML file. When you click on the menu bar, it opens up a new browser window. When you go back to the page that has the menu bar, the menu bar is gone. Any ideas besides using javascript to keep the menu bar visible?
