Virtualised Citrix boxes

I have a Xenserver setup on a HPDL360 G5 that we will use to virtualize a couple of Citrix servers. I've been told that it is best to assign one CPU in Xenserver to each virtual server as this gets the best performance.
Currently this means that Xencenter shows 1 CPU of 8 in use (4 cores per physical CPU), as we might only have 2 VM's running on this physical box it seems a bit of a waste of CPU cores.

Is it definitely the case that assigning one CPU core will give better performance than allocating 2 CPU's to each VM?

Xenserver 5.5 with Windows 2003 SP2 VMs
