A virtual tour is like a moving image when you put your mouse over an image of a house or room you can view different parts of the interior.

You'd need to find a suitable plugin - there are many of these around. You'd also need to find out which virtual tour software works best for your needs.

I suggest searching on Google for "creating virtual tours" - I found several items worth looking at.
