Virtual Service % goes up, VS's freeze

I had a problem happen twice in the last week on a host that has normally been pretty stable. Both times, all virtual servers, 14 in total all W2k3, flatlined. They stopped responding and basically froze. The host was running fine but with a high VSSRVC.EXE proc running. It was around 95% This host is in a cluster and runs the VS's with an HAVM script to fail over. When told to fail over, the scripts were unable to move the VS's or even save their state. Has anybody seen this before where all the Virtual Servers stop or freeza at once?
