Virtual Extensions and Department Groups Misbehaving

Hey Guys,

Unsure why I am having an issue with this one, could be I have been staring at it that long that I am going cross eyed.

Customer wants to ring a pilot no. and get in touch with a group of people.

I have setup Virtual Extensions 180, 190 in 11-04
Assigned this VE to function keys in 15-07
told which extensions to ring in 15-09

Call pilot once, all works fine, phones ring. While those phones are ringing, call again, get busy tone.

Does anyone know how to put a call waiting or similar feature on this. To the best of my knowledge, this is not able to happen, and why I then tried Department Groups.

As this didn't work, I have now moved 180 and 190 to dept. group pilots in 11-07
assigned extensions to this in 16-02
in 16-01, have set to circular ring, route to idle member, and Automatic for Dept Group 2 and 3

Ring Pilot, first call goes through, second call gets busy.

Anyone able to explain why?

My next step which I am trying to avoid, is loopbacks, but that complicates the situation, and causes other issues that I would prefer not to have, but at least I would get my desired outcome.
 
Stupid question, did you let it ring long enough to hear the ring? Pretty sure NEC does a busy/ring indication when the ext is busy to let end user know. Also, do you have intercom keys on these phones?
 
When you call the department group or the VE, it comes up on the screen as 'Busy', and you hear the busy tone through the handset. No matter how long you leave it it doesn't ring.

As for keys programmed on the phones, currently only have park and cap keys programmed, Haven't gotten around to programming the others, as we are still changing extension numbering on some of the other handsets around the office.

 
20-13-27 appears to have a system generated message to prompt for callback (Press # for callback), as users are wanting to transfer multiple calls through to the VE or Department Group, this isn't optimal, but not make the additional phones ring.
 
Version 11, CP20.

I am testing it on a bench system as well outside the customer premise, and am replicating results here too.
