I have set up a virtual directory called downloads which is pointing to c:\downloads (i.e., same machine as where IIS5.0 was installed on Win2K workstation).
I put a small text file (10 characters) on it called test.txt. Navigating to test.txt is downloaded successfully
but when I put a zip file (500KB) onto c:\downloads, trying to load
, IIS returned error
HTTP 401.3 - Access denied by ACL on resource

Renaming the zip file to .txt or .doc does NOT help!
Wassup? The downloads directory was set up to have read permission, anonymous access allowed ticked on Directory security, and Integrated Windows security NOT ticked.
