Virtual CD-ROM Drive

For some reason, I have a command file on CD that reads fine as plain text in the host operating system, but in the guest operating system I would open it and only see junk characters. In the guest operating system, if I copy the file from the CD to a local drive, it would still be junk characters. My only workaround is to be in the host OS, copy the file from CD to a shared folder, then in the guest OS copy the file from the shared folder. Would anyone know why the virtual CD-ROM drive doesn't work?

Here are the specs of my laptop:
- IBM ThinkPad T23
- host: Win2000
- guest: Win2000
