So we have a document library, and when an admin or contributor goes to the site one document title shows up, but when a read only user goes, a different title shows up. Any ideas on why that would be happening, and how to fix it? We can't move users away from read only access.

Do you have "Require content approval for submitted items?" enabled? Check this by navigating to the Document Library, Select Settings, Document Library Settings. Select Versioning Settings.
If you have, then when an admin or contributer views the library, then they will see an updated version awaiting approval. It will not until it is approved that the users with RO privs will see it.
