Viewports resetting

When I click (in model view)
-> View
-> Viewports
-> 2 Viewports
-> Vertical
i get 2 viewports as expected.

My problem is that when I zoom / 3D orbit or similar in one viewport - and then shift to the other viewport by clicking on it - both viewports will reset to something like "Zoom Extents - plan view".

I'm sure this is pretty basic but I just can't seem to find the settings for it - how do I fix my viewports so that they "remember" my previous zooming and rotating when I shift from one viewport to the other?

Set UCSFOLLOW in each viewport to 1 to prevent the "zoom extents".
