VIewport scale is off

I am having trouble with dimensioning a drawing in paperspace. The drawing (in model space) measures the correct distance and will dimension correctly in model space. The problem is when I go to dimension the object in paper space it is off. I have checked everything I can think of as far as DIMLFAC, DIMSCALE, viewport scale....everything. For some reason the viewport is a little off. When I check the properties of the view port it shows my standard scale correctly at 1/4" = 1'-0", but underneath that where it shows the custom scale it says it is 5/256". It won't let me put the correct scale in there!!!
Very frustrating.
 
It may be showing you a "rounded off" scale of 1/4"=1' but it's not that exactly. If you can't cjange it in the properties box, try doing it with zooming within the viewport: Zoom>>1/48xp. This should set scale exactly to 1/4"=1'
