Viewport Rotation Problem

A drawing came from 2005. We use 2000.

When I use the mvsetup command - align - rotate you see the view quickly rotate then it is back to its original position. The viewport is not locked. Is there a system toggle to correct this?

Possibly the UCSFOLLOW variable - set it to 0 in viewport.
