Viewing services via MMC Snap-In 1

One of my users are trying to view services on a remote system, but they're not all showing up.

It's a Windows 2003 server and to enable access for him I followed this KB article:

It worked like a charm in that he can now open the Services MMC snap-in on his machine for the 2003 servers, but he is only seeing services that are running as LocalSystem, LocalService and Network Service.
The services he is meant to be monitoring are running with a domain account.

I as an Administrator on the server can do it happily.
The user has slightly elevated rights on the server.

I can't find anything on Google that seems to describe this or how to fix it.

Any ideas?

I'm currently gradually lowering his rights on a Dev box to see when this breaks, but if anyone knows an answer straight away I'd be happy :)

does this user is part of the power users local accounts group(I do not know if he might require so much, but...)?
