Viewing Photos on a form

I have a a main form I created and it loads photos into and Image control. If I open the same Program on a different computer I get an error stating the image type is not supported try switching to a .BMP or GIF.
My photos are .JPG
any ideas what's missing on that PC?

You may need to install graphics filters:

Not sure how do to this. The link says nothing about how to install the graphics filters.
