Viewing extra info from a particular a user email

So I'm receiving emails from a user which contains all this extra information. Is this something on my outlook client end or the other user end?

The person who sent the E-mail to you has a special mail filtering firewall (Ironport in this case) that adds all the extra headers as it processes the mail. Most of the better spam filters will add at least some kind of "notes" into the headers of your messages if they touch them.

The only way I know of to view them on outlook 2003 is to right click on the message and choose options.

If you have spam filtration on your end before the mail gets to you (maybe the ironport is on your end?) it should add notes as well.
