Viewing excel from a web browser

This is an issue I'm having with users for a particular web application.

When an Excel spreadsheet (2003) is opened through a web browser (Explorer v6) they want all the toolbars present already without doing anything. They don't want the hassle of going to the browser window selecting view > toolbars > and so on . It there a way to configure it so that when a user clicks on an Excel link and selects open and then sees all the commands in the browser as if they are in excel themselves (without doing anything).

Hope this makes sense. Any clarifications then let me know
