View all permissions per user throughout the domain

What I'm looking for is some kind of utility or program that will give me a complete report of all file and/or folder permissions given to specific users or groups throughout the entire domain.

Mu guess is there is no such animal, but our CIO is having a fit of whimsy and I need to be sure it's not possible before I go tell him so.
