Well, easiest solution for sure will be a CMS.

Well, I do use Drupal, and I do participate in the user forums on their main sites, at least a little.
Anyway, here are my thoughts on the topic:
If it's an all or none type of subscription, it'd be REALLY easy to do. If it is more of a "you pay per video" subscription, then that could get a little more difficult. I imagine that's why Netflix has it practically totally unlimited online for their stuff.
Anyway, in Drupal, you'd put your content online, and then you could set up a couple of user groups, or maybe a few - whatever your needs would require. You could have registered users, registered paying users, and non-registered users, I guess. And then set permissiosn to content accordingly. You'd be surprised at just how much detail you can get into there IF you really want to.
