Video Pixelates

I am running two different PC desktops with Win7 64bit. The two programs I am having video issues with are Adobe Premiere Elements 9 and ImTOO DVD Ripper Standard 6.

The problem is that when I insert a video file (I have tried mpeg-1, mpeg-2, wmv, mp4) to the timeline in Premiere, the video becomes very pixelated. When I play it in the preview window in Premiere it plays fine. When I render the video it plays correctly. The problem compounds when I attempt to add a title. Then the video plays choppy, making it impossible to add a title with any precision.

A similar problem happens with DVD Ripper. When I rip a DVD (into any format) the video is extremely pixelated. When I play the DVD in the preview window it plays fine.

The video card in one is ATI Radeon HD 4200. The video card in the other is nVidia GeForce 9500GT.

I did a clean install of Windows 7 and have updated the video drivers. It is perplexing that this is happening to both machines.
 
Both of those cards are under powered for this task, how much system memory and what type and speed is the cpu?
 
Quad core AMD Athlon I X4 645 processor and 6GB RAM on one and AMD Phenom II X4 955 Quad-Core 3.2GHz AM3 Processor and 4GB RAM on the other.
 
cpu, and memory are good. What are the power supplies, and ages? Any way to borrow a more modern and powerful video card? Also I was reading that some people are/were having issues with premiere elements 9 on windows 7 x64.
 
I have the K-Lite Mega Codec Pack installed. Maybe I need to tweak some of the settings? If so, I'm not sure I know which ones to change.

As for the power supplies, the one computer is brand new, but I don't know the power supply. The other has OKIA A-POWER 550 WATT ATX POWER SUPPLY.

I was having the same problem with Adobe on Win7 x32, which is one of the reasons I did a clean OS install and went up to x64.
