Video Flicker

Whenever i start up city of heroes, my mouse flickers
alot and it dissapears when i dont move the mouse. When the mouse is moving, a box of delayed/dragging graphics follows. I had this problem before, and i am having it again after reformatting my drive today. I have done all that has been told to me by other people. I disabled all background programs, disabled all non necesary service and startup programs, updated my sound, video, and motherboard drivers, tried a different mouse, all of the above. Nothing has worked. Can you please help me, thank you in advance. Oh and my video card is an intel 915g/910gl chipset.

If the problem happens only when you play that specific game, then check the game manuf's site either for a patch, or if there's a conflict between the game and certain O/S's, MB,'s, video cards, etc.

Also tried a mouse driver update? Sometimes the mouse drivers updates are for things like this.

Some manufacturers like logitech also provide utilities because of interference probelems between games and their drivers and apps.
