Video Display all scrambled

I have an ATI 9800 graphics card. One day the display was looking all scrambled. I ran a virus and spyware scan and the results were clean. I even tried to reseat my video card. I also thought it was my monitor and tried another and got the same results. I took a photo of my problem. click link to view photo.

Just looks like you messed up your settings.
Go into display properties and reset.
Obviuosly I cannot tell what moniter you have but try an initial 600 X 800 32bit at 60htz refresh then take it up from there.
Most 17inch CRT's will comfortably do 1024 X 768 32bit @ 60htz

paparazi...i have a 21" viewsonic monitor..about 8 yrs old.
i'll try what u recommended and get back to u.
 
i changed that to no avail. then i couldnt see visually on how to click on the display properties?
 
I am guessing the double image is because you took a picture of the screen using a camera that moved.

The vertical bars are usually indicative of bad video card memory. I would also try reseating the card.
