Video Card Problems using Soltek mobo

Hi, I just purchased the Soltek SL-75DRV5 mobo with the Athlon XP1800+, 256MB Samsung PC2700, MSI GeForce 3
Ti500. I connected my floppy, CDROM, and Hard Drives. I got the whole thing connected and WinXP
installed with no major problems. I downloaded all the necessary drivers and stuff: Detonator 29.42,
Via 4-in-1 4.40...

But when I ran 3DMark, and a few games, I was getting "hiccups" in the video. Every couple of
seconds, the video freezes for an instant, then picks up again, then freezes again, constantly.
Instead of scrores in the 9000-range for 3DMark2001SE, I am getting around 7000.
At first I thought it was the video card. Then I tried my old GeForce 2 which works fine in my old
computer, and it was doing the same thing. I tried bumping down the AGP slot to 2X with no effect,
and then turning on the Fast Write feature with the 4X AGP and still no difference. I am almost out
of ideas.. I don't think I want to flash the BIOS yet, and it probably wouldn't work anyhow. I hope
that the motherboard is not defective.

Only once I had the video running properly. That was when I removed all of my PCI cards and tried
running games and other things without them. But as soon as I reinstall the PCI cards (NIC, Sound)
the video has the same glitches. Then I tried again removing the PCI cards, and now it has the
glitches again, so there is no way for the video to run smooth. I know now that it is not the video
cards, but it might be either the AGP slot or the PCI slots. I even went to the extent of looking
thru my BIOS and disabling all IRQs that are not in use (COM ports, LPT2, etc) and ensuring that no
IRQs are duplicated, so that is not the problem.

Is there anything else that I should be looking at to get a fix for this problem?

I would appreciate your help.
