Video Card IRQ Conflict

I've got XP Pro Sp1, with a Standard PC HAL, IRQ Steering
Disabled, I've done all that can be done in the BIOS. XP
is still allocating IRQ resources over the BIOS
settings. I've checked the Biosinfo.inf file and ACPI is
forcing IRQ's. I thought Standard PC HAL is supposed to
eliminate ACPI control of resources??? I CANNOT for the
life of me figure out how to manually manage my IRQ
resources without ACPI interference even with a STANDARD
PC HAL installation. All I want is My Graphic card to
have it's own IRQ, it currently shares it with 4 other
objects.

Someone please help me.

Just give in. I would ensure that there is no PCI card in slot 1 or 5. Those slots usually share an irq with the video (check ur mb manual to see which slots share). Other than that, just be happy. It bothered me for a while too. Also, if u have an ISA slot don't use it.
