Video Capture Problems

I have a MSI G4MX 440 video card 64ddr vid in\tv out with my vcr connected to my video in for tv capabilities and vid capture. here is the problem, when i capture from cable source, no problem but when i put a tape in the vcr to capture from that I get this white bar going across the screen. Any help would be appreciated.
