video capture card help

ok i got the dazzle DVS 80 and i installed everything and hooked the dvs to my usb port and my tv connected to the DVS but for some reason it wont let me capture video and when i plugged in the DVS into the USB port a new device setup thing comes up and it wont setup...anyone please help me
