vid conf

I have a customer that has had a new vid conf they say it was working through a silc card I have tried doing a fdl with no avail even with a new silc card ?? I have checked with network supplier and say that it the number is provided on an isdn 30 and when checking the dns it is set up as a bri .
if I call the ddi number I get pet but when the card is disabled get ring tone no reply

does euro bri use the spid system? your 4 wire to the end item?
