VIC2-4FXO Installed on Cisco 2800, but not available to configure!

I have a Cisco 2851 Router with 2 VIC2-4FXO= modules installed on HWIC0 and HWIC1

Now when I do a "show ver" I see my 8 FXO interfaces:

Cisco 2851 (revision 53.51) with 514048K/10240K bytes of memory.
Processor board ID XXXXXXX
2 Gigabit Ethernet interfaces
1 terminal line
8 Voice FXO interfaces


When I do "show diag", I see the VIC2-4FXO= cards

WIC Slot 0:
2nd generation - FXO Voice daughter card (4 port)
Hardware Revision : 4.1
Top Assy. Part Number : 800-21589-01
Board Revision : D0
Deviation Number : 0-0


So, they are located on voice-port 0/0/x and voice-port 0/1/x, but I can't configure them as if they are not available.

The router is running 12.4(3a) IP Voice Feature Set with the CUE module

Is there something I need to enable first? Maybe the IOS is the problem? What could be the problem here?
Any help on this would be great!

Check for dsp modules. Make sure they are installed properly. Do a "show diag" and look for pvdm modules. You will need them. You will need at least 8 resources of the PVDM2.
