This may be besides the point; but if Windows installs ok, never load the IDE drivers. Every MB site I have visited advise against loading these IF windows works ok.
Your problem may be indicative of a corrupt registry.
I'd suggest you either re-install after wiping the disk, or run in DOS from your Win98 cd D:\TOOLS\SYSREC\PCRESTOR.BAT; this is the easiest way to recover from regisry hassles, unless you are very competent.
