VI & Windows 2003 Server

I am unable to debug with VI & Windows 2003 server. Keep getting:

'The breakpoint will not be hit, document not loaded.'

Anyone else having this problem ?

I have followed the exact steps (as much as possible, some has changed due to server environment) from the following link:
