VGA port to TV?

Hi all, I'm new to this board. I consider myself pretty good when it comes to Windows troubleshooting, but this one has got me. I have a VGA to S-video/RCA adaptor, ATI Rage Mobility which has TV out capability, but the card only has a VGA port, hence I purchased the adaptor. I have the latest drivers but when I connect to my TV via S-Video, my computer recognizes my TV as an external monitor. Is there anything I can do? All I can get on my TV is 3 tall, narrow desktops in black & white. HELP!
 
I think those vga >> tv-out adapters are specific to a certain video card; like for instance they are commonly bundled with the Matrox cards, but they state they will not work with any other video card because the hardware & drivers have to support that functionality as well.

The adapter that is used for the Matrox G400 cannot be used with the G450 or the G550 and vice-versa.

What is the adapter specified as? Does it specify it will work with a particular card, or does it say it's a universal adapter?
 
It is a Vaster part#20235. It says on the packaging,"Video Card to S.Video and TV Adaptor Cable". It does not specify any particular chipset or driver. Is there some way to tell my video card (ATI Rage Mobility M-1) to send the TV out signal to my VGA port?
