VG224 Analog Port Busy Tone when Offhook

Greetings we have a number of tenants using analog ports off VG224's....initially there were programmed as POTS however many phones where not able dial out as the phone would immediately go busy when off hook (no input from keypad)....different phones and ports. After an inbound call was answered on that port, the busy condition went away and proper dial tone was received - however the busies would return. We changed these ports to LOOP and it seemed to work for weeks, however the intermittent problem is back (less frequently than POTS).


Any ideas how to resolve this? FYI when proper dial is received in/out calling is fine.

Do the ports show as not registered in call manager when this happens?
What version of call manager and what is the IOS version of the vg224?

I'm having the same issue with a single port on my VG224. Were you able to resolve this?
