VFP writing to Windows Active Directory

Searches on the web have been inconclusive so I'll ask the gurus....

Can VFP write to the Windows Active Directory?
Specifically to create new Windows users.

And, if so, not only how to approach it, but also what security/permission issues might need to be addressed?

Any advice or assistance you might have to offer would be greatly appreciated.
