VFP app menus don't work in RDC in iOS

When running a VFP 9 SP 2 app in the MS Remote Desktop Connection app on iOS (iPad Mini) connecting to a Win2019 server, the drop down menu system (which uses the standard VFP menus) often (mostly) don't work. They won't drop down (sometimes they do, but I can't figure out why sometimes - not often - and not all the time). Others have run into this, it seems, and not necessarily using VFP. Here's an example:
