(very important)Web service for mobile devices

Hi all
I have task to make application(for my graduate work) ,web srvices for mobile application(on server site).Can I do with Delphi ,and with which edition,and with which Delphi ,2009,2006 ect.please tell me also some god book (not very good)with end to end example ,or some good web resourse.

I would use Visual studio 2008 instead, you can download the express version free.
