Can you please tell me what kind of server i an organization will have public IP addresses ?

Anything that needs to be accessed from the outside. In most situations, the server itself will have a private ip address and your firewall/router will forward the public IP requests to the appropriate server. Generally, a mail server, web server and terminal server are the most common sevrers that need outside access.
