Very Bizzare NonLocal issue

We have a Magix with a PRI (not Point to Point)that I am trying to use three digit dialing to another site with DIDs. The DIDs do not match anything but the last digit so I created 5 different NLUDP tables that strip the first two digits and add 9 digits to send the call out through the PRI. The tables look like this:

Non Local Ranges look like this:

Range Table
108-109 1
111-112 2
115-119 2
121-127 3
131-131 4
141-149 5
211-212 2

Here is the shocker, everything works except the 111-112 and 115-119 range. I cannot get anything but the 211-212 range to work using table 2. When I call 111-112 and 115-119 I re a dee doo dee doo dee doo tone. What could it be. The table is good because it works with the 211-212 extensions so I am stumpted.
