Vertical scroll bar not showing up in a form

In a form I gave the option Vertical Only for Scroll bars but its not showing up, I tried resizing the form in runtime to see if it will show,it still doesn't show, is there any other property I need to set for it to show?Thanks

14.0.7177.5000(32 bit), it is working in another form,but it doesn't work in one form,i went thru the properties of both the forms one by one, I couldn't catch the difference,maybe its something else not sure...
