Vertical Scroll Bar Funky? 1

I'm using various forms with a vertical scroll bar, form<br>Height 1199,&nbsp;&nbsp;width 600, What is the &quot;determinant&quot; of whether the scroll bar is visable and useable or not when &quot;I do the form&quot;? am I missing something? on some forms it shows and works great, on others it isn't &quot;there&quot; . I've pulled my hair out trying to figure this one out. . . any help would be deeply appreciated. Thanks in advance for any direction. . .
