Vertical pop up menu with layers as links

How do I make a menu, a submenu verticle and a description of each submenu vertically poping up behaving as a link
SO : On the left: menu Right: submenu to extreme right a layer of each submenu topic working as a link?

I am trying to avoid Javascript
