Vertical Alignment for Text Boxes

I don't think that you have control over this unless you use HTML formatting, and even then it might prove dicey.
Just move trhe whole text box, and if you require a border around it, place a box outside of it.
You can align a text box to the top or bottom of another object, but not the text within.
