Verizon SIP Trunks & Odd issue

We have a client who we configured with Verizon SIP Trunks---which was a total pain but eventually we got it to work. Now it has been 4 months with no issues at all and the other day they start getting "waiting for line" 2 times before the call connects. Verizon claims nothing has changed and we know for a fact nothing has been change in the IP Office. We went to troubleshoot yesterday and it seems the SIP header is missing from the first two attempts when the "waiting for line" occuers. For example verizon needs to see this for the number dialed, 908XXXXXXX@PublicIP and what is seen is just @PublicIP. Then on the 3rd attempt you can now see the total header 908XXXXXXX@PublicIP

Also if you hit Redial from the same phone, the call immediately connects and does not say "waiting for line"

Any ideas or input would be greatly appreciated.
 
why dont you use the monitor application and see what information is being sent
 
Yes we have, if you see above. The first 2 times in monitor we just see @PublicIP, then on the 3rd attempt that goes through it says 908XXXXXXX@PublicIP.
 
Look carefully at your shortcodes and ARS tables, also post the traces anyway, we may see what you've missed :)

 
What I can't figure out is it was working for over 4 months no problem. We have no remote access and have to go there to gain access---so nothing on the IPO changed.
 
The system not sending the number out on the first 2 tries has nothing to do with the carrier, put it that way :)
