I have a Verizon DSL connection. It is an ActionTec GT784WNV DSL modem. I have a block of 5 static IPs for this connection. The first static is assigned to the DSL connection. I want the Cisco ASA 5505 to be assigned the second static address. How do I go about doing this? Should it just work as long as it is connected to the Verizon DSL modem, or do I have to configure something?

Depends on the ActionTec Modem/router box,

Wouldnt harm anything if you tried assigning the ASA an address in the correct range an see if it worked.

If it Was a cisco router you could use static NAT to map an internal IP to an external IP
