Veritas IDR

I have Veritas 9.1 installed and running Windows 2000 Server. I am trying to use the IDR wizard but it is grayed out. When I check my license and install information both areas indicate that it is installed. Also, the serial number is installed as I have verified this as well. Why can't I use the IDR recovery prep wizard?
