VERITAS 9.1 - upgrading

I am trying to upgrade to VBE 11d, however, Symantec cant give me an upgrade but rather i have to purchase the full product. Due to an error on the part of Veritas, they had to give me an upgrade to compensate for the wrong product delivered. Now with the information eg.serial number etc,. they are unable to process the upgrade. Can anyone tell me how can I prove to Symantec that I have a licensed product?
