Verify File Completed Uploaded

Is there anyway to verify if a file is being written to?

I need to verify that the file that I'm downloading has been completely uploaded before trying to download the file. The problem that I running into is the script is downloading the while the file is still be uploaded.

I requested the sender to use a temp name while uploading and when the process has been completed and rename the file, however the will not make this change until Feb 05. So until then I need to patch my script... Any suggestions?

BTW The FTP service is running on Windows 2000....

Perhaps put a loop in your program that checks the file size every few seconds and only downloads the file once it has had a constant size for two or so consecutive checks.
