How can I verify that the CIR is running as expected. IS there a procedure of utility I can use to flood the frame to see what the minimum and maximum are on the circuit.
Is this a point-to-point application where you can run something like test tcp (ttcp) between a couple of workstations at each site or are you tied to an ISP through this frame circuit?
ttcp can be run from certain enterprise verisions of IOS on cisco routers but it isn't recommended. It's best to test through the routers instead of between them because the ttcp application itself can affect throughput (requires cpu cycles on the router, etc.). There are a couple of ttcp applications ported for windows. Here is the first result I got back on a search on Yahoo:
There are countless others. I haven't used it recently myself, but have many times in the past. It's also great for testing rate-limitting, traffic shaping, etc. to watch the change in throughput as you implement these features. A good thing indeed to have in your hip pocket. Good luck.
