Veo Camera "in use" but not

I have a Veo Advanced Connect WebCAM on my WinXP machine. It works fine in Veo Digital Studio, but in any other program that I try to connect the webcam (like MSN Messenger, etc) it says that the video can't be configured because the device is being used by another program. I don't have anything that I know of running to cause this interference. I even tried a program (Splitcam) to bypass the error and split the feed if there was something running that i didn't know about, but it doesn't work. Any ideas?
