Vector High call volume definition

I was wondering if you could write a vector with following definitions:
If calls waiting in queue (X) plus agents on a call in queue (y) > 30 goto step (Z)
 
This would would really be two steps... unless someone else knows a better way.

A.goto step B if calls-queued in skill x pri m >= 30
B.goto step z if available-agents in skill x > 30
.
Z. ........

Needs tweaked with what you trying to accomplished but this should serve as a rough outline.

 
Thanks. This is definitely a starting point. I am trying to limit the number of calls in queue, combined with the number of calls in the IVR. I want the system to look at both places before making a decision whether to route or play a high call volem message.
