Vector data from PSP7 to Illustrator

I have a pure vector file (shapes and text) that I want to give to a sign maker for vinyl cutting. The sign maker uses Adobe Illustrator, but I can't seem to find a file format that preserves the vector data. I've tried EPS and WMF - EPS converts it all to raster, and although WMF seems to stay vector, all text gets messed up in size. Any suggestions?
