I'm getting the below error in Oracle 9.2.0.7 running on Windows. I did the telnet test and SMTP server is not the problem. This error is generated when I try to generate a test email in OEM under Manage Administrators menu.
What should I check for next? The UTL_SMTP and UTL_TCP packages are valid.
I also see this error in the OMS log.
