VB6 WILL NOT REGISTER SEVERAL CRYSTAL DLL's

I have a vb6 app using Crystal 9.5 and have a single user who finds, when installing the app that about a dozen dll's do not get registered. I also have many folks using and installing quite successfully.

It does not register dll's like
Exportmodeller
CRQE
CRTSLV
CoomonObjMode
RPTController and more

He has tried several machines including XP on which this happens although he has had a full install on one of his xp machines.

I wonder if anyone knows what might be causing this and how I might fix it.
